Key highlights

Volume is broad. Value is narrow.

Public tendering is spread across thousands of buyers, but the money that can be measured clusters in a handful of regions, sectors and agencies. Suppliers who plan on notice counts alone will misjudge where the value is. The four points below are the ones the figures support without qualification.

Americas publishes the most notices; Europe carries the stated value. Americas accounts for 52% of tracked notices, yet Europe holds 89% of advertised value — largely because European notices state a value far more often.

Construction leads advertised value by a wide margin. Construction notices advertise $71.4B, 48% of sector-classified value, and the top three sectors together hold 74%.

2026 Q3 award value was in line with recent quarters. Recorded awards reached $244B against a median of $246B for the preceding quarters.

Three buyers account for 32% of recorded award value. Comando do Exercito, Consorcio Interfederativo Minas Gerais - Ciminas, SAO Paulo Secretaria da Seguranca Publica together hold $975B across 109,673 awards. Award value is far more concentrated than notice volume.

Figure 1

Americas dominates notice volume

Tender notices tracked by region. Solid bar = open for bids at the data cut; lighter bar = closed or awarded.

Americas publishes 393,536 notices, more than any other region. Americas has the largest share still open at the data cut (33%), which points to a younger, faster-moving pipeline.

Value tells a different story: Europe accounts for 89% of advertised value, because its notices state an estimated value far more consistently. Regional value comparisons therefore reflect disclosure practice as much as market size.

Figure 2

Construction carries 48% of classified value

Advertised contract value by sector, for notices with a sector classification.

Large capital programmes set the ceiling: Construction advertises $71.4B. Professional Services shows the highest share of notices still open (33%) — a sector of many smaller, frequent buys rather than a few large ones.

The three largest sectors together hold 74% of classified value, but only 3% of notices carry a sector at all, so this chart describes the classified subset rather than the whole market.

Figure 3

Award value held steady through 2026 Q3

Recorded award value by quarter, last 7 completed quarters.

Before 2026 Q3, quarterly award value moved within a fairly narrow band, with a median of $246B. 2026 Q3 recorded $244B.

The top three buyers hold 32% of award value

Largest awarding buyers ranked by recorded award value.

Comando do Exercito, Consorcio Interfederativo Minas Gerais - Ciminas, SAO Paulo Secretaria da Seguranca Publica together account for $975B across only 109,673 awards — an average of $8.9M per award.

Out of 51,274 buyers in the data, a very small group sets the scale of the market. Several buyers further down the list reach the top with only one or two awards, which shows how a single framework can move the ranking.

Data notes & methodology

Advertised value is the estimate stated on a notice. Records without a value count toward volume only, so notice counts and advertised value are read as two separate measures rather than one market size. Sector analysis covers the 3% of notices carrying a sector classification.

Award value is the published award amount. Where a source states a framework ceiling, that ceiling is recorded as published; it is a maximum available under the agreement, not money paid, and TenderMetro Intelligence does not infer actual expenditure. Quarterly comparisons use completed quarters through 2026 Q3, and all values are shown in US dollars.
